Board of Advisors

The function of the Aquinas Catholic Schools Board of Advisors (BOA) is to assist the Chief Administrative Officer (CAO) and Administration fulfill the mission of the school, which is stated as to “Provide a Christ centered learning environment where we develop individuals to be disciples of Christ in all areas of their lives.” The BOA will help formulate and evaluate school policy, implement a strategic plan for the school and offer counsel and support to CAO and administration. They shall also advise and assist the CAO and Administration in the successful operation and growth of Aquinas Catholic Schools.

Board of Advisors Bylaws

Responsible for the following duties and functions
  • Promotion and support of Catholic Education in the Butler County area community.
  • Ensure Aquinas Catholic Schools is recognized as an excellent educational opportunity for children in our area.
  • Responsibility for the implementation of the five-year strategic plan which will guide school system operations and objectives for the short and long term with a focus on continuous improvement.
  • Establish general policies for school program and evaluate the adequacy of school policies and the effectiveness of their implementation within the school system on an annual basis. Adopt the student and faculty handbooks on a regular basis and recognize these documents as board policy.
  • Review and make recommendations for annual school budget. Review and make recommendations for tuition program.
  • Formulation and recommendation of local policies related to the planning, operations and maintenance of school facilities and equipment. Responsibility for local review and recommendations concerning the educational aspect of new facilities.
  • Ensure regular communication with school staff, Aquinas families and surrounding parishes.
Duties and Functions of Board of Advisors Subcommittees
  • Meet as a subcommittee at least twice a semester and have one representative at each general BOA meeting.
  • Serve in an advisory/oversight role in implementing the Strategic Plan Pillars: Sacred Catholic Foundation, Student Life, Exceptional Learning Environment, Community Partnerships & Communications and Financial Sustainability & Development.

Manner of Selecting Members
  • CAO will seek volunteers to serve one two-year term on the Board. Members are responsible for nominating a new committee member, with the assistance and approval of the CAO, at the end the two-year term.
  • One committee member shall represent their committee at a general BOA meeting.
  • The School Council shall appoint one member to represent them in August before the September BOA Meeting for a two-year term.
  • The BOA President shall be elected for a two year-term at the September meeting.
Terms of Board members
  • BOA committee members serve one two-year term on the general board beginning in August of the school year. At the end of two years, one different committee member will be asked to represent the committee on the general board. BOA Committee members will alternate two-year terms, where one member will be replaced every two years. If they are willing, BOA members who have fulfilled their two-year term may be asked to stay on the subcommittee that they represent.
  • The President shall be elected for a two-year term. An election for a new president will occur at the September meeting every two years.
  • The term of each newly elected board member shall commence on the first day of September in the year of election.
  • School Council Representatives will serve one two-year term and new members will be determined by the school councils in their by-laws.
The Officers and their Duties
  • President. The BOA President shall preside at all regular and special meetings of the Board. The president shall review the agenda for meetings and make additions as needed with the CAO. The agenda shall be sent to members at least three days prior to the regularly scheduled meetings.
  • Vice-president. The BOA Vice-president shall preside in the absence of the President. The Vice-president shall also perform other such duties as may be directed by the School Board.
  • Secretary. It shall be the duty of the Secretary to keep records of all meetings and board activities. In conjunction with the school office these records should be readily available to school families and staff.
  • Chief Administrative Officer. The CAO of Aquinas Catholic, duly appointed by the Bishop of Lincoln has the right to veto the Aquinas Catholic Board of Advisors, subject to review by the Bishop of Lincoln and/or the Lincoln Diocesan Superintendent of Schools.
Meetings

Meetings shall be held in September, October, November, January, February, March, April, June, July. Special meetings shall be called by the CAO as needed.  Notice for each special meeting should be given at least two days before the meeting.  The Consent Agenda format will be used for all general BOA meetings. Each committee, will submit a summary report of their last meeting, including their goals and action items for the year.

Board Member Meeting Attendance

Every member of the School Board shall be authorized no more than one (1) absences per semester; two (2) total. (Exceptions may be made at the discretion of the Board for extenuating circumstances.) When a board member has reached two (2) absences in a twelve-month period (extenuating circumstances not included), that member shall be removed from board membership and a new member shall be appointed to fill their vacancy. Prior to removal from membership, a board member who has reached two absences may request, in writing, that the Board authorize their continued membership on the Board and give specific reasons why that membership should be continued.

Agenda Items and Visitors

If a person wishes to address the BOA, they must inform the CAO, either Principal, or the BOA President at least one week prior to the Board Meeting. They should give the reason for their appearance to properly be put on the agenda. Not all requests may be granted to speak to the BOA. Visitors are welcome to attend the meetings. At times, the meeting may need to be closed per the recommendation of the CAO.

Conduct at Meetings

All Board Meetings will be conducted in a respectful manner. This includes a respect for how we communicate among the meeting, and maintaining a respect for each other’s ideas and each other’s time. The CAO and Board President will hold the power to shut down any meeting or discussion that they deem becomes disrespectful.

Voting members and Quorum

All listed Board Members are considered voting members. Any employee of the school is not considered a voting member except for the CAO.  Any voting member may make or second a motion.  A quorum shall be consisting of one-half plus one of the total voting memberships).  In the absence of a quorum, a motion can be passed and put on record for voting at the next meeting.  A simple majority vote of the quorum shall carry the motion. 

Rules of Order

The rules of parliamentary procedure contained in Robert’s Rules of Order shall govern the proceedings of the BOA.  At all meetings, the following order shall ordinarily be observed:

  1. Prayer
  2. Calling of Roll
  3. Consent Agenda
    1. Approval of Minutes
    2. Committee Reports (including school improvement report)
  4. Discussion Items pulled from Consent Agenda before meeting (if applicable)
  5. Adjournment and date for next meeting
  6. Prayer
Official Incorporation

For purposes of incorporation with the State of Nebraska, the President of Aquinas Catholic will be the Bishop of Lincoln; the Vice President shall be the Vicar General; the Secretary/Treasurer or Registered Agent will be the Chief Administrative Officer of Aquinas Catholic; and two lay trustees appointed from the Aquinas Catholic Board of Advisors and approved by the Bishop of Lincoln shall form the official five voting members of Aquinas Catholic under Articles of Incorporation in the State of Nebraska.
